As of December 2001 China has 110 projects with total registered capital of under license as the 221 million. Slow investment rate, the average capital investment of a modest project, about 1.5 million, there are many projects with an investment of under $ 100,000 on under only licenses. Overall, among the 110 valid projects as of the end of 2001, very few projects have invested over 10 million (excluding project to build infrastructure in Linh Trung export processing zone in Ho Chi Minh City have initial capital of 14 million USD). Small investment scale was pulled under the condition of most of the investment project of China have a low technology, primarily to meet consumer demand. Associated with the scale of the small project is the operating time of Chinese FDI projects in Vietnam, in order to quickly recover the capital (the majority from 10 to 15 years, the number of projects has the operating time of 20 years is very little, maybe even the project lasting just under 10 years). From 2002 to 2010 has a distinct transformation, becoming content primarily in economic cooperation between the two countries. The next time from 2002 to 2010 was marked by the framework agreement on comprehensive cooperation in ASEAN-China in 2002, as well as the time China has joined the WTO (2001). From this point, China's FDI into Vietnam increased the number of projects as well as the scale of capital (about 2.5 million dollars per project), has many projects on the $ 1 million to $ 10 million. In 2007 when Vietnam joins the WTO, along with the go deep international economic integration, Vietnam's investment environment is improving, increasingly attractive to foreign investors, China's FDI into Vietnam increased quite drastically, many projects over $ 10 million to 100 million USD had been in Vietnam the average of the capital raising, a project up 4.3 million/project. Those with large capital projects were contributing to change the appearance of China's investment in Vietnam during the first 10 years of the XXI century.
