Tùy theo qui mô, độ phức tạp của gói thầu mà có qui ước SL tối thiểu của nhà thầu tham dự.
Trong trường hợp không đủ số nhà thầu tham dự thì tùy theo tình hình thực tế (cần gấp theo tiến độ hay không) để xin phép TGĐ:
• Cho phép mở
• Thông báo kéo dài thời hạn nộp thầu để có thêm nhà thầu
• Mời thêm nhà thầu (phê duyệt lại DS nhà thầu)
Các nhà thầu có quyền mang HSDT về để nộp theo TB kéo dài thời hạn.
Bảo mật HSDT:
- Bản chính do B. QLCDA lưu giữ và ký nháy vào (tất cả hay chỉ các trang quan trọng) để tránh bị đổi HS
