Phát triển hệ thống thủy lợi nội đồng và tổ chức quản lý tuyến có sự tham gia của người dân Khu tưới Đức Hòa

I. Mục tiêu hội thảo:

Hệ thống thủy lợi của khu tưới Đức Hòa đã hoàn thành, được đưa vào khai thác sử dụng. Tuy nhiên Hệ thống chưa thể hoàn thành đầy đủ, phục vụ cho 10.181 ha đất canh tác như thiết kế vì kênh nội đồng chưa được xây dựng, tổ chức quản lý thủy nông cơ sở mới hình thành, chuẩn bị đi vào hoạt động. Tiếp theo các hội thảo trước đây, hội thảo lần này được tổ chức nhằm tiếp tục hướng đến mục tiêu:
- Đạt được nhận thức chung về kế hoạch phát triển hệ thống thủy lợi nội đồng cho khu tưới Đức Hòa, bao gồm quá trình tham vấn, khảo sát thiết kế có sự tham gia của người dân; vai trò trách nhiệm của người dân, chính quyền địa phương trong huy động nguồn kinh phí và tổ chức xây dựng, xác lập lộ trình cụ thể để triển khai;
- Thống nhất phương án phân cấp, quản lý khai thác hệ thống thủy lợi Đức Hòa, vai trò, trách nhiệm của các bên và sự phối hợp giữa Trung tâm quản lý khai thác công trình thủy lợi Đức Hòa với các tổ chức dùng nước đã được thành lập;

II. Nội dung hội thảo
1. Kế hoạch phát triển hệ thống thủy lợi nội đồng cho khu tưới Đức Hòa
- Thực trạng và nhu cầu đầu tư phát triển hệ thống kênh nội đồng;
- Phương hướng giải pháp thực hiện phát triển kênh mương nội đồng cho khu tưới Đức Hòa;
- Tham vấn lập hồ sơ khảo sát thiết kế hệ thống thủy lợi nội đồng theo phương pháp có sự tham gia;
- lập kế hoạch xây dựng hệ thống kênh nội đồng theo lộ trình từng năm với vai trò chính là người dân mà đại diện là các Ban quản lý tổ chức dùng nước và sự hỗ trợ từ chính quyền địa phương;
- Kế hoạch triển khai các giải pháp hỗ trợ phát triển nông nghiệp và Thủy Lợi Nội Đồng theo Nghị Quyết 03/NQ-HĐND ngày 8 tháng 4 năm 2016 của Hội đồng nhân dân huyện Đức Hòa;
- Chủ trương kế hoạch của tỉnh;
2. Giải pháp tổ chức quản lý khai thác hệ thống tưới Đức Hòa
a) Tổ chức quản lý
i) Trung tâm quản lý khai thác công trình thủy lợi Đức Hòa
• cơ cấu tổ chức và chức năng nhiệm vụ
• quy trình vận hành hệ thống tưới Đức Hòa
ii) Tổ chức quản lý thủy nông cơ sở các tổ chức dùng nước
• kết quả thành lập tổ dùng nước khu tưới Đức Hòa
• cơ cấu tổ chức phương thức hoạt động
• các yếu tố tác động đến hoạt động bền vững của tổ chức dùng nước
• cơ chế tài chính cho hoạt động của các tổ chức dùng nước
• các giải pháp hỗ trợ hoạt động của tổ chức dùng nước
b) Phân cấp và chuyển giao quản lý công trình thủy lợi cho các tổ chức năng cơ sở
• dự thảo phân cấp quản lý khai thác công trình thủy lợi khu tưới Đức Hòa và kế hoạch kiểm tra quản lý công trình thủy lợi của các tổ thủy nông cơ sở;
• cơ chế phối hợp giữa Trung tâm quản lý khai thác công trình thủy lợi và các tổ chức năng cơ sở
III. Phương pháp tổ chức hội thảo
• Trung tâm tư vấn PIM và Sở NN&PTNT: Phối hợp chủ trì và tổ chức hội thảo
• PPMB: Giám sát chỉ đạo quá trình hội thảo
• Các cơ quan liên quan tại địa phương: chuẩn bị các bài tham luận, trình bày và tham gia thảo luận tại hội thảo
• Kết luận Hội thảo sẽ được thống nhất giữa các bên

I. Workshop objectives:

Following the previous workshops, this workshop was organized to continue to aim to:
- Achieve general awareness of development plans infield irrigation system for watering Duc Hoa district, including the consultation, survey design involving people; roles and responsibilities of citizens, local authorities in mobilizing funding and construction organizations, establish a schedule to deploy specific;
- Unified hierarchical schemes, management and exploitation of irrigation systems Duc Hoa, the role and responsibilities of the parties and the coordination between the management center operators Duc Hoa irrigation water user organizations were founded;

II. Contents Workshop
