Quy chế và kiểm toán độc lập trong nền kinh tế quốc dân của Việt Nam đã chỉ rõ: Sau khi có xác nhận của kiểm toán viên chuyên nghiệp thì các tài liệu số liệu kế toán và báo cáo quyết toán của các đơn vị là căn cứ cho việc điều hành quản lý cấp trên và cơ quan quản lý tài chính nhà nước xét duyệt tài chính hàng năm của các đơn vị kế toán, cho cơ quan thuế tính toán số thuế và các khoản phải nộp khác của đơn vị đối với ngân sách nhà nước, cho các cổ đông, các nhà đầu tư, các bên tham gia liên doanh, các khách hàng và tổ chức cá nhân xử lý quan hệ về quyền lợi và nghĩa vụ của các bên có liên quan trong quá trình hoạt động của đơn vị.
