Mục tiêu tổng quát của quy hoạch là phát triển ngành nhựa Việt Nam thành ngành công nghiệp tiên tiến, sản xuất được những sản phẩm chất lượng cao, đa dạng hóa về chủng loại, mẫu mã, có tính cạnh tranh cao, thân thiện với môi trường, đáp ứng phần lớn nhu cầu của thị trường trong nước, có khả năng xuất khẩu những sản phẩm có giá trị gia tăng cao với sản lượng ngày càng cao. Mức độ cạnh tranh trong ngànhTheo số liệu của Cục Xúc Tiến Thương Mại, tính đến 2010 cả nước có khoảng 2,000 doanh nghiệp ngành nhựa, tập trung chủ yếu ở miền Nam (80.0%). 90.0% doanh nghiệp ngành này là doanh nghiệp vừa và nhỏ, sản xuất theo quy mô hộ gia đình. Điều này dẫn đến hệ quả là ngành nhựa Việt Nam bị phân mảnh, công nghệ sản xuất khá lạc hậu và hiệu quả chưa cao. Rào cản gia nhập ngành về vốn và máy móc kỹ thuật đều ở mức trung bình với khoảng 300 – 400 tỷ đồng cho một doanh nghiệp nhựa lớn. Phân tích theo mô hình cạnh tranh của Michael Porter cho thấy mức độ cạnh tranh trong ngành ở mức 3.4/5.0 – là mức cạnh tranh cao.Nhìn chung, ngành nhựa Việt Nam đang ở đầu chu kỳ tăng trưởng mới, tốc độ tăng trưởng cao và được sự quy hoạch rõ ràng của Chính Phủ. Mức độ cạnh tranh trong ngành tương đối cao nhưng bù lại, ngành nhựa vẫn duy trì tỷ suất lợi nhuận hấp dẫn.
