TTO - Thông tin trên được Bộ trưởng Bộ tư pháp Hà Hùng Cường đưa ra trong chương trình Dân hỏi bộ trưởng trả lời phát sóng trên VTV1 tối 21-12.
Theo Bộ trưởng Hà Hùng Cường, Luật Hộ tịch có hiệu lực (từ 1-1-2016) có quy định bắt buộc cán bộ công chức làm công tác đăng ký hộ tịch phải có chứng chỉ về nghiệp vụ hộ tịch, quá trình hoạt động phải cập nhật kiến thức và nghiệp vụ.

Tuy nhiên hiện nay có 30% cán bộ hộ tịch cấp xã chưa đáp ứng được tiêu chuẩn theo các quy định của Chính Phủ. Bộ trưởng Cường cho biết, sắp tới Bộ Tư pháp sẽ phối hợp với Bộ Nội vụ trình Chính Phủ kế hoạch để các địa phương rà soát lại cán bộ hộ tịch, ai đạt chuẩn thì giữ lại tiếp tục công tác, ai chưa đạt chuẩn phải nghiên cứu lại, thậm chí phải đào tạo lại để đảm bảo nghiệp vụ

Thừa nhận công tác đăng ký và quản lý hộ tịch còn có nhiều hạn chế như thông tin hộ tịch chưa chính xác, có trường hợp lợi dụng đăng ký hộ tịch để trục lợi hoặc trốn tránh pháp luật, Bộ trưởng Hà Hùng Cường cho rằng Luật Hộ tịch ra đời hi vọng sẽ là cuộc cách mạng trong công tác quản lý và đăng ký hộ tịch.

"Điểm mới nhất của Luật là từ 1-1-2016, trẻ sinh ra khi đăng ký khai sinh, ngoài việc được cấp giấy đăng ký khai sinh sẽ đồng thời được cấp số định danh cá nhân. Đây là con số duy nhất của người đó mà không lặp lại ở người khác.
