Năm 2011 là năm đầu tiên nước ta thực hiện Nghị quyết về chiến lược phát triển kinh tế-xã hội trong giai đoạn 2001-2010 được Đại hội Đảng toàn quốc lần thứ 9 thông qua. Mục tiêu cơ bản trong giai đoạn này là đẩy nhanh tiến trình công nghiệp hóa, hiện đại hóa nhằm đưa đất nước thoát khỏi tình trạng kém phát triển và thiết lập một nền tảng vững chắc để đến năm 2010 Việt Nam sẽ là quốc gia công nghiệp. Chất lượng đời sống vật chất, văn hóa và tinh thần sẽ đạt được bước tiến quan trọng. Nền kinh tế thị trường phát triển theo định hướng xã hội chủ nghĩa sẽ được hình thành. Nguồn nhân lực và đội ngũ lành nghề, đội ngũ khoa học kỹ thuật, cơ sở hạ tầng, tiềm năng kinh tế, an ninh quốc phòng ngày càng được cải thiện. Vai trò, vị trí của nước ta trên trường quốc tế sẽ ngày càng được khẳng định.
