Về thương mại hàng hóa : Việt Nam thời điểm đó đã có khá nhiều văn bản pháp luật liên quan đến vấn đề thương mại, hàng hóa , đến GATT 94, các Hiệp định về thương mại hàng hóa của WTO và các cam kết của Việt Nam cơ bản thống nhất với các nghĩa vụ của Thành viên WTO. Việt Nam có thể thực hiện được ngay các quy định của WTO về nghĩa vụ của Thành viên WTO trong lĩnh vực về thương mại hàng hóa. Tuy vậy, cũng có một số quy định của pháp luật Việt Nam liên quan đến thương mại hàng hóa chưa chưa phản ánh đầy đủ nghĩa vụ thành viên theo quy định của WTO. Chẳng hạn, các vấn đề về thuế tiêu thụ đặc biệt đối với rượu, bia, đặc biệt là cách tính thuế trong các trường hợp cụ thể, một số quy định về quyền của các thành viên của doanh nghiệp, về doanh nghiệp nhà nước, quyền thương mại của các tổ chức, cá nhân khác nhau, thực tiễn thực hiện quy tắc đối xử quốc gia, những quy định về TRIMs, v.v... đòi hỏi Việt Nam phải có giải pháp điều chỉnh thích hợp.
