Theo Hướng dẫn thực hiện chuẩn thư viện trường phổ thông, thư viện trường phải đảm bảo tỉ lệ giáo viên và học sinh thường xuyên sử dụng sách, báo thư viện là 100% giáo viên và ≥ 70% số học sinh. Tuy nhiên, đa phần học sinh tại các trường được khảo sát không có thói quen tự đọc tại nhà thường xuyên: 14% học sinh trả lời không/ hầu như không có thời gian đọc đọc; 65% học sinh dành thời gian < 1 tiếng/ngày để đọc. Trong số 21% học sinh trả lời có thời gian tự đọc ≥ 1 tiếng/ngày, vẫn có nhiều học sinh đánh đồng giữa việc tự đọc với các hoạt động tự học như làm bài tập, ôn bài (điều này được làm rõ trong quá trình phỏng vấn sâu với nhóm học sinh). Do vậy, loại sách mà các em đọc chủ yếu là sách giáo khoa hoặc sách tham khảo, sách bài tập phục vụ bài học.
Thêm vào đó, học sinh chưa tiếp cận thư viện trường một cách thường xuyên: Tổng lượt học sinh sử dụng thư viện trường/ năm của 42 trường là 84,824 tương đương với mỗi học sinh sử dụng thư viện khoảng 4 lần/năm. 6.7% học sinh được khảo sát chưa từng đến thư viện trường, 16.5 % học sinh chỉ sử dụng thư viện 1~2 lần/ tháng hoặc học kỳ.
