Theo tiêu chuẩn ISO 9001: Chất lượng là mức độ các đặc tính vốn có đáp ứng các yêu cầu. Khái niệm chất lượng có thể gắn với bất cứ thực thể nào: sản phẩm, dịch vụ, quá trình, hệ thống, tổ chức…Mức độ chất lượng có thể diễn đạt bằng các tính từ: xấu, trung bình, tốt, xuất sắc, tuyệt hảo… (Vietcert, 2012)
