Ngày 14/02/2007, Bộ trưởng Bộ Tài nguyên và Môi trường ra Quyết định số 221/QĐ-BTNMT về việc sử dụng thống nhất phần mềm hệ thống thông tin đất đai (Vilis) tại các Văn phòng đăng ký quyền sử dụng đất ở các địa phương.
Vilis là một phần mềm chuyên ngành tương đối toàn diện cho mục tiêu hiện đại hóa công tác quản lý đất đai ở nước ta. Mục tiêu tổng quát là tạo ra một môi trường làm việc hiện đại cho các mặt của công tác quản lý nhà nước về đất đai và là công cụ phục vụ nhu cầu khai thác thông tin đất đai toàn xã hội.
Vilis cung cấp đầy đủ những công cụ, chức năng để thực hiện các công tác nghiệp vụ chuyên môn của công tác quản lý đất đai với hai hệ thống sử dụng là:
- Hệ thống kê khai đăng ký và lập hồ sơ địa chính;
- Hệ thống đăng ký và quản lý biến động đất đai.
Trên cơ sở hai hệ thống quản lý, Vilis được xây dựng bao gồm nhiều modul, mỗi modul bao gồm các chức năng hỗ trợ một nội dung của công tác quản lý nhà nước về đất đai:
- Modul quản lý cơ sở dữ liệu đất đai: bản đồ địa chính, hồ sơ địa chính, bản đồ trực ảnh, bản vẽ kỹ thuật .v.v;
- Modul đăng ký đất đai: quản lý hồ sơ, bản đồ địa chính và kê khai đăng ký, in GCNQSDĐ, cập nhật và quản lý biến động đất đai;
- Modul hỗ trợ thống kê, kiểm kê đất đai, thành lập bản đồ hiện trạng sử dụng đất từ bản đồ địa chính;
- Modul hỗ trợ quản lý qui hoạch đất đai, tính toán đền bù giải tỏa tái định cư theo quy hoạch;
- Modul trợ giúp quản lý tài chính về đất đai;
- Modul trao đổi và đồng bộ dữ liệu giữa các cấp của công tác quản lý đất đai;
- Modul hiển thị, tra cứu và phân phối thông tin đất đai, giao dịch đất đai trênmạng Internet /Intranet theo giao diện Web;
Các modul của Vilis đã cung cấp các chức năng giải quyết được nhiều vấn đề trong công tác quản lý đất đai hiện nay, tạo sự thống nhất từ trên xuống dưới ở các cấp quản lý. Vilis liên tục được nâng cấp, cập nhật theo kịp các quy định mới trong công tác quản lý đất đai ở Việt Nam hiện nay.

Vilis provide adequate the tools and functions to perform the professional work of the management of the two systems of land use are:
- system register declarations and documentation cadastral
- registration system and changes to land management.
on the basis of the two management systems, built Vilis include multiple modules, each module includes a function to support the contents of the state management over land:
- Modul database management of land: cadastral maps, cadastral records, online map images, technical drawings, etc;
- land registration module: records management, cadastral maps and Statistics registration form, print LURCs, updates and changes to land management;
- statistical module support, land inventory, mapping current use of land from the cadastral map;
- module management support land planning, calculating clearance resettlement planning;
- Modul financial aid management of land;
- exchanging modules and sync data between all levels of land management;
- modular display, search and distribute land information, land transactions trenmang Internet / Intranet Web-based GUI;
of Vilis modules provides the functionality to solve many problems in the management of land current belt, creating unity from top to bottom at the management level. Vilis constantly being upgraded and updated to keep up with new rules for land management in Vietnam today.
