Yếu tố tâm lý tác động nhiều đến động thái tiêu dùng và phân phối hàng hóa trong nền kinh tế. Nghiên cứu của các nhà khoa học cho thấy, nếu lạm phát tâm lý tăng 1% thì nó sẽ gây lạm phát thực là 0,64%. Việc Chính phủ liên tục thay đổi mục tiêu lạm phát, đặc biệt trong 9 tháng đầu năm 2011, Chính phủ đã nới lỏng mục tiêu lạm phát từ 7% đến dưới 10% đến 15% đến 17% và 18% và các tổ chức quốc tế cũng điều chỉnh tăng dự báo lạm phát Việt Nam khiến cho niềm tin của dân chúng về lạm phát ổn định bị ảnh hưởng và làm gia tăng mức lạm phát kì vọng, góp phần tăng lạm phát thực tế.
