Trong quá trình hoạt động, các NHTMVN có trách nhiệm phát hiện những bất cập trong chính sách tài chính tiền tệ, những quy định về quản lý vi mô trong hoạt động kinh doanh ngân hàng chưa phù hợp với điều kiện thực tiễn, qua đó đề xuất để giúp chính phủ và NHNN có những quyết sách điều chỉnh bổ sung một cách kịp thời. Vì vậy có thể thấy những văn bản pháp quy do chính phủ và NHNN ban hành không chỉ xuất phát từ hoạch định chính sách mà còn phải được căn cứ vào những kết quả của hoạt động thực tiễn.
