Có thể nói rằng mọi vấn đề về môi trường đều bắt nguồn từ phát triển. Nhưng con người cũng như tất cả mọi sinh vật khác không thể đình chỉ tiến hoá và ngừng sự phát triển của mình. Con đường để giải quyết mâu thuẫn giữa môi trường và phát triển là phải chấp nhận phát triển, nhưng giữ sao cho phát triển không tác động một cách tiêu cực tới môi trường. Do đó, năm 1987 Uỷ ban Môi trường và Phát triển của Liên Hợp Quốc đã đưa ra khái niệm Phát triển bền vững:


Con người là trung tâm của PTBV. Đồng thời là đối tượng, mục tiêu mà mọi khía cạnh của PTBV cần phải được hướng tới, trong đó phải đảm bảo và duy trì môi trường sống lành mạnh, an toàn cho con người của thế hệ hiện tại cũng như con người của thế hệ tương lai;

PTBV là sự nghiệp của toàn Đảng, toàn dân và các cấp quản lý. BVMT không chỉ là trách nhiệm của các cơ quan quản lý nhà nước trực tiếp mà phải trở thành nhận thức, ý thức trách nhiệm và hành động của cả hệ thống chính trị và của từng người dân;
phát triển bền vững kinh tế xã hội tức là "Giảm thiểu các tác động tiêu cực của hoạt động kinh tế đến môi trường. Khai thác hợp lý và sử dụng có hiệu quả các nguồn tài nguyên, thiên nhiên, đặc biệt là tài nguyên không tái tạo. Phòng ngừa, kiểm soát và khắc phục ô nhiễm, suy thoái môi trường, cải thiện chất lượng môi trường, bảo vệ và phát triển rừng, bảo tồn ĐDSH.
