Thực trạng thu hút FDI vào nông nghiệp 2014

Dòng vốn FDI vào lĩnh vực nông lâm ngư nghiệp còn hết sức hạn chế, các dự án FDI nông nghiệp nhỏ cả về quy mô và tỷ trọng vốn đầu tư so với tổng FDI của cả nước, chưa tương xứng với tiềm năng cũng như thế mạnh phát triển của nền nông nghiệp Việt Nam.
FDI vào nông nghiệp ngày càng ít
Trong tổng thể chính sách thu hút vốn đầu tư trực tiếp nước ngoài (FDI), nông lâm ngư nghiệp và phát triển nông thôn luôn được coi là các lĩnh vực khuyến khích và đặc biệt khuyến khích đầu tư. Nhận thức được tầm quan trọng của FDI đối với phát triển kinh tế - xã hội của đất nước, và để đón đầu làn sóng FDI vào Việt Nam, Chính phủ đã ban hành hàng loạt các chính sách liên quan đến thu hút FDI tạo ra môi trường pháp lý thông thoáng đầu tư kinh doanh. Tuy nhiên, dòng vốn FDI vào lĩnh vực nông lâm ngư nghiệp còn hết sức hạn chế, các dự án FDI nông nghiệp nhỏ cả về quy mô và tỷ trọng vốn đầu tư so với tổng FDI của cả nước, chưa tương xứng với tiềm năng cũng như thế mạnh phát triển của nền nông nghiệp Việt Nam. Mặt khác, so với hoạt động FDI trong các lĩnh vực khác, hiệu quả thực hiện các dự án trong lĩnh vực này còn rất hạn chế.
Tính từ năm 1998 đến năm 2012, lĩnh vực nông lâm ngư nghiệp đã thu hút 562 dự án FDI với tổng vốn đăng ký là trên 2,942 tỷ USD và tổng vốn thực hiện 2,958 tỷ USD, 89 dự án liên doanh và các hình thức khác với tổng vốn đăng ký là 233,731 triệu USD và tổng vốn thực hiện là 295,280 triệu USD. Bình quân mỗi năm ngành nông nghiệp và phát triển nông thôn thu hút gần 37 dự án đầu tư nước ngoài (trong đó dự án FDI là 31 dự án) tương đương với khoảng 196 triệu USD (FDI là 179 triệu USD). Nhìn chung, các dự án FDI trong nông nghiệp có quy mô vừa và nhỏ, chủ yếu các dự án FDI gắn liền với nguồn nguyên liệu của địa phương. Tỉ lệ vốn FDI đưa vào thực hiện thực hiện rất cao đạt 99% so với tổng số vốn đăng ký.
