Tháp Rùa được xây dựng vào khoảng cuối thế kỉ 19, từ giữa năm 1884 đến tháng 4 năm 1886. Nằm ở trung tâm hồ, trên gò Rùa (Quy Sơn), tháp chịu nhiều ảnh hưởng của kiến trúc Pháp. Có thể thấy tháp có ba tầng và một đỉnh có nét như một vọng lâu vuông vức. Hai tầng đầu có kiến trúc giống nhau, gồm nhiều ô cửa hình vòm. Chiều dài có ba cửa, chiều rộng hai cửa.
