Theo các thông tin từ cuộc họp giao ban tuần với chủ đầu tư thì công việc giải phóng mặt bằng khu vực này được hoàn thành trước 10/5/2015. Tuy nhiên cho đến ngày hôm nay 9/6/2015, việc di dời các chướng ngại vật tại các vị trí trên vẫn chưa hoàn tất. Trong khi đó nhà thầu Xí nghiệp cầu 17 vẫn phải duy trì bộ máy nhân sự và hệ thống khoan để sẵn sang thi công. Tương tự như vậy khu vực cầu sông Nhuệ việc trì hoãn di dời chướng ngại vật tại cầu sông Nhuệ đã bị chậm 5 tháng so với dự kiến (Chúng tôi nhận được thông tin chướng ngại được di dời trong tháng 11/2014).
Việc chậm chướng ngại vật tại các vị trí trên gây cho chúng tôi 02 áp lực lớn về triển khai công việc:
1. Làm cho kế hoạch thi công bị thay đổi liên tục kể cả vị trí thi công, tiến độ thi công cũng như việc luân chuyển vật tư thi công và thiết bị.
2. Tiêu hao các chi phí máy do chờ đợi hoặc các máy móc và vật tư thi công không được sử dụng khoa học, hợp lý. Đồng thời chúng tôi vẫn phải tiêu hao chi phí để duy trì công trường như bảo vệ, an toàn, vệ sinh môi trường, các phụ trợ thi công v.v
Chúng tôi thấu hiểu rằng các vấn đề về mặt bằng thi công là ngoài tầm kiểm soát của chúng ta tuy nhiên
để khắc phụ những vấn đề nêu trên, chúng tôi xin được đề xuất tới nhà nhà thầu chính DLM một số nội dung sau:
1. Cần làm rõ hơn thời gian di dời chướng ngại vật với chủ đầu tư tại mỗi vị trí thi công. Việc này quyết định được kế hoạch thi công của nhà thầu chúng ta không bị động.
2. Với đặc thù về chướng ngại vật, chúng tôi mong muốn rằng việc huy động thiết bị thi công chỉ được tiến hành khi mặt bằng vị trí mới là sạch , nội dung này được áp dụng cho các vị trí quây rào mới ví dụ RR2,RR3, đoạn hạ dốc xuống hầm, hoặc các vị trí vẫn chưa hoàn thành việc di dời chướng ngại vật.
3. Chúng tôi đề xuất trong thời gian sắp tới nếu việc di dời chướng ngại vật ở khu vực Đoạn hạ dốc vào Đề Pô và cầu chữ Y vẫn không thể triển khai được, sau khi hoàn thành 4 cọc khoan nhồi của trụ P13 nhà thầu Bre17 xin phép được di chuyển dây chuyền khoan số 1 đi nơi khác (ra khỏi dự án) để tránh lãng phí tiền bạc và thời gian; nhà thầu sẽ huy động dây chuyền khoan trở lại công trường ngay khi được bàn giao mặt bằng sạch từ nhà thầu Daelim
