Liên quan đến công tác đấu thầu, chúng tôi đã thực hiện kiểm tra chọn mẫu các gói thầu và nhận thấy:
• Các bộ hồ sơ thầu đã có đầy đủ các bước và thủ tục cần thiết cho công tác đấu thầu;
• Quy trình đấu thầu diễn ra một cách trình tự, rõ ràng, hợp lý và đảm bảo tính hợp pháp;
• Hồ sơ thầu gồm đầy đủ các bước theo quy định của luật đấu thầu;
Trong quá trình kiểm toán, chúng tôi đã kiểm tra các gói thầu D08.06, D08.11, D08.01, D07.07. Nhìn chung không phát hiện vấn đề trọng yếu phát sinh. Tuy nhiên có một số lưu ý sau:
Tại gói thầu D08.11:
o Công ty Cổ phần InterBrand VN: Hồ sơ để suất kỹ thuật không có chữ kỹ từng trang, không có báo cáo tài chính kèm theo;
o Công ty Cổ phần Hành lang truyền thông: Hồ sơ để suất kỹ thuật không có chữ kỹ từng trang, không có báo cáo tài chính kèm theo, không có bản sao đăng ký kinh doanh;
o Công ty Cổ phần Quốc tế Đông Giang: Hồ sơ đề xuất kỹ thuật chưa có báo cáo kiểm toán 2 năm 2012; 2013, chưa có các biên bản, bản sao biên bản quyết toán thuế, tờ khai thuế có xác nhận của cơ quan thuế trong các năm 2012; 2013, chưa có báo cáo tài chính năm 2014.
o Một số hồ sơ thầu không có đánh số liên tục từng trang;
Không có phát hiện nào quan trọng từ việc thực hiện các nhiệm vụ nêu trên.
