a) Ngân hàng phát hành thẻ:
Là thành viên chính thức của tổ chức thẻ quốc tế hoặc các ngân hang được Ngân hàng Nhà nước Việt Nam cho phép thực hiện nghiệp vụ phát hành thẻ (đối với các ngân hang trong nước).
Ngân hàng phát hành là ngân hàng mà khách hàng đăng ký phát hành thẻ và chịu trách nhiệm xử lý hồ sơ xin cấp thẻ, quản lý hệ thống tài khoản thẻ và các hoạt động liên quan sử dụng thẻ.
