Một số học giả nhìn nhận ASEAN như là một định chế/chế độ quốc tế (international regime) về chính trị-an ninh ở khu vực Đông Nam Á[11]. Hội nhập văn hóa-xã hội phải đợi đến khi ASEAN thông qua Hiến chương năm 2008 mới được triển khai.
