quản lý, tuyển dụng, sử dụng và đào tạo đội ngũ CBCNV, thực hiện các chế
độ chính sách đối với người lao động, xây dựng kế hoạch quỹ lương cũng
như quyết toán hàng năm, quy chế hoá các phương thức trả lương, thưởng,
xác định đơn gía, định mức lao động
