Tôi cũng đã suy nghĩ kỹ và tham khảo một số tài liệu hướng dẫn của UNAIDS và WHO và nhận ra rằng bộ câu hỏi cho đánh giá năng lực khác nhiều so với kiểm tra kiến thức và trình độ chuyên môn. Nội dung câu hỏi phần 1 và 2 cũng giống như của HSPH, tuy nhiên rõ ràng và dễ hiểu, dễ trả lời hơn và cách sắp sếp phù hợp hơn cho người được phỏng vấn. Tuy nhiên cần phải điều tra lại để đảm bảo mức độ tin cậy và các phần này không thể thiếu đối với một cán bộ quản lý chương trình phòng chống AIDS. Theo tôi cách phân tích số liệu của HSPH chưa hoàn toàn đúng, cần tính giá trị trung bình điểm số đạt được cho mỗi người và từ đó tính ra tỷ lệ chung cho chỉ số. Tính tỷ lệ phần trăm cho mỗi câu hỏi hoặc từng phần (để biết họ mạnh và yếu ở từng câu hỏi/từng phần) thì khó đưa ra chỉ số chung. Chúng ta vẫn nên sử dụng bộ câu hỏi này.
Về phương pháp đánh giá, theo tôi là:
- Không nên gửi bộ câu hỏi để họ tự trả lời vì sẽ có nhiều sai số, cần phải có đội điều tra độc lập gồm các điều tra viên có kinh nghiệm phỏng vấn của VAAC và HSPH, đảm bảo tính chính xác của thông tin thu được. Gợi ý của anh là một kinh nghiệm tốt trong điều tra cộng đồng.
- Về cỡ mẫu và chọn mẫu: Ít nhất 50% số tỉnh dự án được điều tra nghiên cứu, chon ngẫu nhiên 8/15 tỉnh gồm 3 tỉnh miền núi phía Bắc, 3 tỉnh miền Trung và 2 tỉnh phía Nam. Tại mỗi tỉnh phỏng vấn toàn bộ Giám đốc, phó giấm đốc PAC (ít nhất 16 người), 4 lãnh đạo khoa phòng bao gồm M&E, can thiệp giảm tác hại, Chăm sóc điều trị, Truyền thông (ít nhất có 32 người). Tại mỗi tỉnh được chon trên, phỏng vấn lãnh đạo 2 cơ sở VCT, 2 lãnh đạo cơ sở methadone (nếu có), 2 lãnh đạo OPC, 2 lãnh đạo ART (ít nhất 64 người) và chọn ngẫu nhiên 4 huyện dự án/ 1 tỉnh để phỏng vấn 3 người gồm giám đốc, phó giám đốc trung tâm YTDP huyện và 01 cán bộ chuyên trách HIV huyện (ít nhất có 96 người). Tổng cộng ita nhất có 208 người được điều tra.
Về phương pháp phân tích số liệu, chúng tôi sẽ có bảng ... để tính giá trị trung bình (mean) cho từng câu hỏi, giá trị mean cho từng phần, và cho từng cá nhân. Sâu đó tính ra tỷ lệ % đạt/chưa đạt về kỹ năng quản lý và về chuyên môn HIV/AIDS.
