Lúc 5h22’ ngày 01/5/2014, Cơ quan chức năng Việt Nam phát hiện giàn khoan nước sâu Hai Yang Shi You 981 (mà Việt Nam vẫn thường gọi là HD 981) và 03 tàu dịch vụ dầu khí của phía Trung Quốc di chuyển từ Tây Bắc đảo Tri Tôn (thuộc quần đảo Hoàng Sa của Việt Nam) xuống phía Nam. Đến 16 giờ ngày 02/5/2014, giàn khoan HD981 được thả trôi tại tọa độ 15o29’58” vĩ Bắc – 111o12’06” kinh Đông, phía Nam đảo Tri Tôn, sâu vào trong thềm lục địa của Việt Nam 80 hải lý, cách đảo Lý Sơn 119 hải lý, cách bờ biển Việt Nam 130 hải lý. Trung Quốc hạ đặt giàn khoan này để tiến hành khoan thăm dò thềm lục địa của Việt Nam và huy động nhiều tàu bảo vệ đi cùng. Hiện nay, số lượng tàu của Trung Quốc bảo vệ giàn khoan đã tăng lên hơn 60 chiếc, trong đó cả tàu quân sự; các tàu này đã cố tình đâm va vào các tàu thực thi pháp luật – tàu cảnh sát biển và tàu kiểm ngư – của Việt Namđang hoạt động chấp pháp tại vùng đặc quyền kinh tế và thềm lục địa của Việt Nam, gây thiệt hại về người và tài sản.
