Từ phương pháp luận khoa học chính sách công là một ngành mới và vấn đề nghiên cứu liên quan đến cơ chế quản lý phát triển viên chức, trong khi thời gian nghiên cứu có hạn, mặc dù đã cố gắng hết sức dành mọi nguồn lực để hoàn thành luận văn, song do kinh nghiệm chưa nhiều nên không tránh khỏi những thiếu sót nhất định, kết quả thu được chỉ là bước đầu cần hoàn chỉnh ở bậc học Thạc sỹ.
