FED thực hiện nghiệp vụ thị trường mở thông qua mua lại trái phiếu Chính phủ Mỹ mà các ngân hàng của nước này đang nắm giữ. Đặc biệt, FED đưa ra chính sách tăng mua MBS. Tính đến ngày 31/03/2010, FED đã hoàn thành việc mua 1,25 nghìn tỷ USD nhưng vẫn tiếp tục tiến hành các giao dịch trong những tháng tiếp theo. Chương trình mua lại MBS của chi nhánh được điều phối bởi Ngân hàng Dự trữ Liên bang chi nhánh New York dưới sự chỉ đạo của Ủy ban thị trường mở Liên bang. Mục tiêu của chương trình này nhằm hỗ trợ cho thị trường thế chấp và nhà ở đồng thời giúp phục hồi thị trường tài chính.
