Sau thời gian hơn 30 năm phát triển, mỗi đơn vị trực thuộc đều cố gắng mở rộng trang bị cho mình các lĩnh vực cần thiết dẫn đến việc có một số lĩnh vực như sửa chữa cơ khí; thiết kế và sửa chữa công trình biển và một số các lĩnh vực khác, cùng tồn tại ở nhiều đơn vị trực thuộc khác nhau, làm phân tán lực lượng sản suất, không phát huy hết năng lực sản xuất, giảm hiệu quả kinh tế chung.
- Một số bộ phận sản xuất có sản phẩm mang tính phổ biến trên thị trường (như sửa chữa, gia công chế tạo cơ khí, sản xuất Ôxy, axêtylen, vận tải ô tô..), rất cần thiết cho hoạt động của Vietsovpetro trong giai đoạn đầu vì khi đó không có hoặc rất ít có dịch vụ trên thị trường, nhưng hiện nay các sản phẩm đó đã rất phổ biến trên thị trường. Do vậy, việc duy trì các bộ phận này là không cần thiết, kém hiệu quả kinh tế.
- Vì các đơn vị được thành lập ra chủ yếu để phục vụ cho nhu cầu nội bộ, nên không tránh khỏi có những lúc tạm dôi dư năng lực sản xuất (mặc dù xét về hiệu quả kinh tế chung thì vẫn có lợi hơn so với phương án thuê dịch vụ ngoài).
Để phát huy những ưu điểm hiện có và khắc phục những nhược điểm của mô hình cơ cấu tổ chức hiện nay, Vietsovpetro đã, đang và sẽ tiến hành một số cải tiến về cơ cấu tổ chức như sau:
Thứ nhất: Củng cố và phát triển các lĩnh vực sản xuất chính (như vận hành khai thác, khoan, NCKH&TK dầu khí...) theo hướng hiện đại hóa, ngang tầm với các công ty dầu khí trong khu vực cả về công nghệ, khoa học kỹ thuật và trình độ quản lý.
Thứ hai: Xem xét lại các lĩnh vực bị trùng lặp về chức năng, nhiệm vụ tại các đơn vị trực thuộc để tập trung về một đầu mối, nhằm nâng cao hiệu quả sử dụng nguồn lực, cả về trang thiết bị và nhân lực.
Trong năm vừa qua Vietsovpetro đã chuyển và sáp nhập nhóm Coiled Tubing từ XN ĐVL về nhóm Tubing của XN Khai thác, chuyển và sáp nhập Xưởng sửa chữa lắp ráp thiết bị ngầm của XN KT vào xưởng Sửa chữa TB DK thuộc XN Cơ điện; chuyển và sáp nhập nhóm thiết kế, chế tạo Skid từ ban dịch vụ vận hành thuộc XN KTDK vào bộ phận Thiết kế và Quản lý dự án thuộc XN XLKS&SC CTB; Hiện đang tiếp tục thực hiện đề án hoàn thiện mảng sưa chữa, gia công thiết bị cơ khí theo hướng chỉ để lại một phần thiết bị và nhân lưc tối thiểu ở các đơn vị vận hành (XN khoan, XN khai thác, Vận tải biển, XN VT Ô tô, Địa vật lý giếng khoan) để thực hiện những việc cấp bách trong sản xuất, phần còn lại sẽ được việc tập trung về XN Cơ điện để nâng cao tính chuyên nghiệp và hiệu quả công tác dịch vụ sửa chữa và gia công thiết bị cơ khí; Sẽ chuyển và sáp nhập Xưởng Sửa chữa giàn của XN KTDK vào Xưởng Sửa chữa công trình biển thuộc XN XLKS& SC CTB; sẽ chuỵên và sáp nhập Phòng Thí nghiệm gia cố giếng khoan từ Viện NCKH & TK về Phòng Dung dịch thuộc XN Khoan và Sửa giếng.
Thứ ba: Đánh giá lại hiệu quả kinh tế của các bộ phận sản xuất trong từng đơn vị trực thuộc có sản phẩm mang tính phổ biến trên thị trường (như sửa chữa, gia công chế tạo cơ khí, sản xuất ôxy, axêtylen...) để có phương án, lộ trình cụ thể về việc thu hẹp sản xuất trong các lĩnh vực này, đồng thời Vietsovpetro cũng sẽ thu hẹp quy mô của các đơn vị không phải là sản xuất chính như XN dịch vụ cảng, XN vận tải ô tô, trung tâm y tế để đi đến sử dụng dịch vụ ngoài cung cấp cho Vietsovpetro.
Thứ tư: Giảm dần và tiến tới giảm hết các lao động mang tính phổ thông, bán phổ thông và Vietsovpetro sẽ thuê các công ty cung cấp nhân lực đối với các dạng lao động này.
Việc sắp xếp lại nhân sự, hoàn thiện cơ cấu tổ chức của Vietsovpetro sẽ được thực hiện có lộ trình, không làm ảnh hưởng tới hoạt động sản xuất kinh doanh. Dự tính tới năm 2020, Vietsovpetro sẽ cắt giảm khoảng 15% số lượng lao động đang làm việc cho lô 09-1.
Thứ năm: Tận dụng năng lực tạm nhàn rỗi của Vietsovpetro để cung cấp dịch vụ ra bên ngoài, trong đó, đặc biệt chú trọng phát triển các lĩnh vực dịch vụ mà Vietsovpetro đang có lợi thế trên thị trường như vận hành khai thác; thiết kế, chế tạo, lắp đặt các công trình dầu khí biển; các dịch vụ khoan, đo địa vật lý, thử vỉa, bắn mìn...
Việc cung cấp dịch vụ ra bên ngoài đã được Vietsovpetro thực hiện từ nhiều năm trước đây, với khối lượng mỗi năm một nhiều hơn. Hiện nay doanh thu hàng năm từ công tác dịch vụ của Vietsovpetro khoảng 250-300 triệu USD.
