Một trong những yếu tố quan trọng nhất và khó khăn nhất để xác định chính xác trong đánh giá tài chính là hệ số chiết khấu. Áp dụng Quyết định số 2014/QĐ-BCN ngày 13/06/2007 về việc Ban hành quy định tạm thời nội dung phân tích kinh tế, tài chính đầu tư của Bộ Công Thương trong đề án này như sau:
Phân tích hiệu quả kinh tế: 10%
Phân tích hiệu quả tài chính: Tính theo tỷ lệ chiết khấu tài chính bình quân gia quyền cho các nguồn vốn (WACC)

if% = Icsh/I x icsh% + Iv/I x iv% x(1-t%) Với: Icsh = 20% vốn đầu tư
Iv = 80% vốn đầu tư icsh = 15%
iv = 4,0%
t%= 10,24% (bình quân thuế suất thuế thu nhập doanh nghiệp )
Từ các thông số trên, tỷ lệ chiết khấu tài chính bình quân gia quyền cho các nguồn vốn (WACC) là 5,87%
