Dự án SCDM do UNDP hỗ trợ đang chuẩn bị triển khai một chương trình đào tạo chuyên sâu về quản lý rủi ro thiên tai cho các cán bộ tuyến tỉnh. Các kinh nghiệm và kết quả đó đang từng bước được kế thừa, liên kết và nhận rộng tại nhiều địa phương thông qua chương trình QLTTDVCĐ
