Thể chế quốc tế (international regime) thường được định nghĩa là “một tập hợp những nguyên tắc, tiêu chuẩn, điều khoản và thủ tục ra quyết định, công khai hoặc không công khai, liên quan đến một lĩnh vực của quan hệ quốc tế mà thông qua chúng ý chí các chủ thể tham gia quan hệ có thể đồng nhất”.[2] Thể chế được hiểu như một thỏa thuận (arrangement) nhưng không phải là dạng thỏa thuận mang tính tạm thời có thể dễ dàng bị thay đổi mỗi khi có biến chuyển về lợi ích hay cân bằng quyền lực giữa các chủ thể.[3] Chức năng quan trọng nhất của thể chế quốc tế là tạo điều kiện phát triển quan hệ hợp tác có lợi giữa các chính phủ và ngăn chặn tình trạng chiến tranh hoặc tình trạng vô tổ chức (anarchy) trong quan hệ quốc tế.[
