Trên nền tảng đó, nhóm tác giả đã đưa ra hai kịch bản về viễn cảnh kinh tế vĩ mô của Việt Nam trong năm 2013 với tăng trưởng chỉ tương tự như năm 2012 và diễn biến kinh tế vẫn tiếp tục đi ngang trong thế chờ đợi những điều chỉnh thực sự trong cấu trúc kinh tế.

Cụ thể, kịch bản thấp dự báo mức tăng trưởng đạt khoảng 5,04%, trong khi kịch bản cao hơn cũng chỉ đạt mức là 5,35% (tất cả đều tính theo phương pháp tính GDP mới, theo giá cố định năm 2010). Lạm phát của cả năm 2013 được dự báo đạt mức tương đối ổn định, trong vùng dự kiến từ 4,95% đến 6,64%.
