Công tác tuyên truyền, giáo dục về bảo vệ môi trường trong xã hội còn hạn chế, dẫn đến chưa phát huy được ý thức tự giác, trách nhiệm của các tổ chức, cá nhân, cộng đồng trong việc tham gia gìn giữ và bảo vệ môi trường. Để ngăn chặn, khắc phục và xử lí có hiệu quả những hành vi gây ô nhiễm môi trường, Việt Nam cần tiếp tục hoàn thiện hệ thống pháp luật về bảo vệ môi trường, trong đó những chế tài xử phạt phải thực sự đủ mạnh để đủ sức răn đe các đối tượng vi phạm; Cần xây dựng đồng bộ hệ thống quản lí môi trường trong các nhà máy, các khu công nghiệp theo các tiêu chuẩn quốc tế, tổ chức giám sát chặt chẽ nhằm hướng tới một môi trường tốt đẹp và thân thiện hơn với con người.
