Mặc dù đầu tư vào nguồn điện là lĩnh vực hấp dẫn, được đánh giá cao bởi triển vọng “đầu ra” luôn được đảm bảo nhưng việc thu hút đầu tư nước ngoài vào nguồn điện cho đến nay vẫn rất khó khăn. Trong giai đoạn 2005 –2010, Chính phủ đã tiến hành kêu gọi đầu tư nước ngoài vào ngành điện .Tính đến nay, Việt Nam đã có 7 nhà máy điện do các chủ đầu tư đến từ các quốc gia như: Pháp, Singapore, Anh, Nhật, Đài Loan, Thái Lan,… xây dựng và vận hành với tổng công suất lắp đặt đã đạt hơn 2000 MW
