Doanh nghiệp thực hiện chương trình, dự án đã được cấp có thẩm quyền phê duyệt chủ trương cấp bảo lãnh chính phủ có nhu cầu đề nghị cấp bảo lãnh chính phủ trong năm kế hoạch gửi văn bản đăng ký kế hoạch về khoản vay đề nghị cấp bảo lãnh chính phủ cho Bộ Tài chính (sao gửi Ngân hàng Nhà nước Việt Nam đối với khoản vay nước ngoài) chậm nhất trong tháng đầu tiên của năm kế hoạch. Nội dung văn bản đăng ký kế hoạch cấp bảo lãnh chính phủ gồm:
a) Tên chương trình, dự án đầu tư;
b) Trị giá khoản vay, khoản phát hành trái phiếu dự kiến đề nghị cấp bảo lãnh chính phủ;
c) Số tham chiếu và ngày của văn bản phê duyệt chủ trương cấp bảo lãnh chính phủ;
d) Số rút vốn dự kiến trong năm kế hoạch nếu được cấp bảo lãnh chính phủ.

Contents of plan registration documents granting government guarantees include:
a) Name of the program, investment projects;
b) The value of loans, bond issuance amounts expected to propose granting government guarantees;
c) Reference number and date of ratification documents granting government guarantees;
d) The withdrawal is expected in the plan if the government guarantee.
