Vấn đề: Theo Tiêu chuẩn kỹ thuật đoạn đắp tham chiếu (ERS) dài khoảng 350m và thời gian gia tải khoảng 8 tháng, sau đó mới thi công đại trà. Với điều kiện mặt bằng thi công hiện nay, chiều dài đoạn đắp tham chiếu phụ thuộc vào mặt bằng được giao.
Kết luận: Làm đoạn tham chiếu riêng rẽ cho từng gói thầu, làm đủ mặt cắt ngang, chiều dài đoạn tham chiếu sẽ theo mặt bằng được giao và báo cáo Chủ đầu tư xem xét.
4. Cấu tạo cọc BTCT
Vấn đề: Theo thiết kế các cọc BTCT đúc sẵn đều vát bốn góc 2x2 cm, do không ảnh hưởng đến yếu tố kỹ thuật đồng thời đẩy nhanh tiến độ thi công và tận dụng được nguồn thiết bị ván khuôn hiện có, Nhà thầu đề xuất không vát bốn góc của cọc bê tông cốt thép của hai loại cọc vuông 40x40cm và 45 x 45cm. Nếu cọc nào bị vỡ góc Nhà thầu cam kết chuyển ra khỏi công trường.
Kết luận: Đồng ý theo ý kiến đề xuất trên của Nhà thầu về thay đổi thiết kế cọc BTCT đúc sẵn, nhằm đẩy nhanh tiến độ của dự án và tận dụng được nguồn lực hiện có của Nhà thầu.
5. Sơ đồ tổ chức của Ban điều hành Liên danh CC1-Tasco:
Vấn đề: Liên danh CC1-TASCO là Nhà thầu đang thực hiện cả hai gói thầu CW3A và CW4A. Sau khi Liên danh ký kết hợp đồng, Nhà thầu đề xuất khối lượng phân chia của các thành viên trong Liên danh như sau:
- CC1 đảm nhiệm các lý trình Km13+450 ÷ Km14+680 (gói thầu CW3A) và Km16+100 ÷ Km18+380 (gói thầu CW4A)
- TASCO đảm nhiệm các lý trình Km14+680 ÷ Km16+100 (gói thầu CW3A) và Km18+380 ÷ Km19+868 (gói thầu CW4A).
Sơ đồ tổ chức do Nhà thầu đề xuất trên hoàn toàn phù hợp với việc phân chia trách nhiệm mà các thành viên Liên danh đã thỏa thuận trong hồ sơ dự thầu (Thỏa thuận Liên danh) và văn bản số CC1-TASCO/CW3A/00012 và số CC1-TASCO/CW4A/00013 đã trình tới Ban QLDA ngày 14/08/2014 về Phụ lục hợp đồng số 1 của Hợp đồng liên danh.
Kết luận: Đề xuất của Nhà thầu có cơ sở, phù hợp với hợp đồng đã ký và việc triển khai thi công của hai bên sẽ chủ động theo từng lý trình đã phân chia, đảm bảo các quyền lợi và nghĩa vụ của từng thành viên đối với công trình về chất lượng và tiến độ. Tuy nhiên, Giám đốc điều hành dự án cần có trách nhiệm cao hơn đối với từng thành viên trong Liên danh, có cơ chế quy trình giám sát, kiểm tra và xử lý chặt chẽ về quản lý chất lượng và tiến độ của từng thành viên trong Liên danh, trình Tư vấn giám sát xem xét, chấp thuận.
Biên bản được lập xong vào hồi 11h15’ cùng ngày, được thông qua các thành viên thống nhất ký tên.
