Nguyên nhân, bộ phận đang trong quá trình hoàn thiện quy trình này. Đoàn đánh giá đề nghị việc xem xét đầu vào thiết kế cần phải được làm chi tiết hơn – tránh ghi chung chung như của 02 dự án LQ TNG và LQ STT.
