Gia đình luôn luôn là vòng bảo vệ an toàn và ấm áp nhất cho những người khuyết tật. Gia đình là chỗ dựa quan trọng và đặc biệt nhất đối với người khuyết tật.chính sự cô lập của gia đình đối với những người khuyết tật càng làm cho họ bị tách rời khỏi xã hội và khó có thể hòa nhập với cộng đồng. Giúp đỡ, chăm sóc và tạo điều kiện cho họ phát triển không chỉ là trách nhiệm mà còn là tình cảm, tình yêu thương của mỗi con người. việc những gia đình có người khuyết tật có những hành động đối xử với người khuyết tật như: không cho đi học, ăn mặc rách rưới, chỗ ở tồi tàn...thể hiện sự phân biệt đối xử với họ. Điều này thể hiện việc đối xử không bình đẳng với người khuyết tật, hành động của gia đình thể hiện sự kì thị với người khuyết tật.
