Cùng đó, việc thu hút doanh nghiệp đầu tư kinh doanh hạ tầng các cụm công nghiệp gặp rất nhiều trở ngại, trên địa bàn tỉnh chưa có doanh nghiệp nào đầu tư, kinh doanh hạ tầng cụm công nghiệp. Nguyên nhân là do chưa có cơ chế, chính sách ưu đãi đủ mạnh. Bên cạnh đó, đây là lĩnh vực kinh doanh mới, nguồn vốn đầu tư lớn, thu hồi chậm... nên nhiều doanh nghiệp chưa thực sự quan tâm.

Để khắc phục hiện trạng trên, ủy ban nhân dân tỉnh Ninh Bình đã phê duyệt Quy hoạch phát triển CCN đến năm 2025, định hướng đến năm 2030. Quy hoạch nhằm mục tiêu đáp ứng nhu cầu mặt bằng phát triển công nghiệp trên địa bàn Tỉnh, đặc biệt đối với quy mô sản xuất vừa và nhỏ; hoàn chỉnh hệ thống xử lý nước thải, chất thải trong quá trình điều chỉnh quy mô các cụm công nghiệp hiện hữu.
