Ngày 25 tháng 10 năm 2016, Hội đồng tư vấn đặc xá đã ban hành Hướng dẫn số 325/HĐTVĐX về việc triển khai thực hiện Quyết định số 2230/2016/QĐ-CTN ngày 17 tháng 10 năm 2016 của Chủ tịch nước về đặc xá năm 2016. Để thực hiện tốt chính sách nhân đạo, khoan hồng của Đảng và Nhà nước đối với người phạm tội và góp phần thực hiện Chương trình quốc gia phòng, chống tội phạm đạt kết quả, Thủ tướng Chính phủ yêu cầu:
1. Bộ Công an làm tốt chức năng tham mưu, thường trực cho Hội đồng tư vấn đặc xá, khẩn trương triển khai có hiệu quả công tác đặc xá năm 2016, bảo đảm công khai, minh bạch, đúng người, đúng tiêu chuẩn quy định của pháp luật, tuyệt đối không để xảy ra tiêu cực, sai sót.
2. Bộ Thông tin và Truyền thông chỉ đạo các cơ quan thông tấn, báo chí thông báo Quyết định của Chủ tịch nước và tuyên truyền về công tác đặc xá năm 2016 trên các phương tiện thông tin đại chúng nhằm nâng cao nhận thức và trách nhiệm của các cấp, các ngành, các tổ chức xã hội và quần chúng nhân dân xóa bỏ mặc cảm đối với người được đặc xá và quan tâm tạo điều kiện giúpđỡ họ hòa nhập cộng đồng.
3. Các bộ, ngành, cơ quan đã nêu trong Hướng dẫn của Hội đồng tư vấn đặc xá chủ động thựchiện tốt nhiệm vụ được phân công.
4. Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc trung ương chỉ đạo các ngành, Ủy ban nhân dân các cấp phối hợp với Mặt trận Tổ quốc và các đoàn thể quần chúng thực hiện nghiêm túc Quyết định số 2230/2016/QĐ-CTN ngày 17 tháng 10 năm 2016 về đặc xá năm 2016 của Chủ tịch nước và Hướng dẫn số 325/HĐTVĐX ngày 25 tháng 10 năm 2016 của Hội đồng tư vấn đặc xá. Cụ thể là:
a) Chỉ đạo Sở Thông tin và Truyền thông phối hợp chặt chẽ với Ban Tuyên giáo tỉnh ủy, thành ủy, các cơ quan báo chí ở địa phương tuyên truyền sâu rộng về công tác đặc xá trên các phương tiện thông tin đại chúng.
b) Chỉ đạo các Sở: Tư pháp, Lao động - Thương binh và Xã hội, Y tế và Ủy ban nhân dân các cấp trong phạm vi chức năng, nhiệm vụ của mình cung cấp đầy đủ thông tin, tài liệu, giấy chứng nhận, xác nhận và các tài liệu cần thiết khác liên quan đến người được đề nghị đặc xá.
c) Chỉ đạo chính quyền các cấp phối hợp với Mặt trận Tổ quốc, các cơ quan, tổ chức kinh tế, đoàn thể, tổ chức xã hội ở địa phương tích cực triển khai thực hiện có hiệu quả Nghị định số 80/2011/NĐ-CP ngày 16 tháng 9 năm 2011 của Chính phủ quy định các biện pháp bảo đảm tái hòa nhập cộng đồng đối với người chấp hành xong án phạt tù, trong đó có người được đặc xá. Tiếp tục theo dõi, quản lý, giáo dục, giúp đỡ, dạy nghề và tạo việc làm cho người được đặc xá trở về cộng đồng xóa bỏ mặc cảm, làm ăn lương thiện, hạn chế tái phạm tội và vi phạm pháp luật. Đối với những người được đặc xá có hoàn cảnh đặc biệt khó khăn thì vận động các ngành, đoàn thể, tổ chức kinh tế - xã hội quan tâm giúp đỡ họ vay vốn làm ăn, ổn định cuộc sống, hòa nhập cộng đồng.
d) Chỉ đạo Giám đốc Công an cấp tỉnh phối hợp với các ban, ngành, đoàn thể, tổ chức xã hội ở địa phương thực hiện tốt công tác quản lý, giáo dục và giúp đỡ người đặc xá; nắm chắc tình hình, diễn biến của số người được đặc xá về cư trú tại địa phương, không để họ gây ảnh hưởng đến an ninh quốc gia và trật tự, an toàn xã hội, xử lý kịp thời, nghiêm minh những người có hành vi tái phạm tội và vi phạm pháp luật.
5. Giao Bộ Công an (Cơ quan Thường trực Hội đồng tư vấn đặc xá) có trách nhiệm theo dõi, tổng hợp và báo cáo kết quả việc thực hiện Công điện lên Thủ tướng Chính phủ và Hội đồng tư vấn đặc xá./.

THE PRIME MINISTER power:

centrally-run cities.

October 25, 2016, the special amnesty advisory Council issued Directive 325 / HDTVDX on the implementation of Decision No 2230/2016 / QD CTN October 17, 2016 by the President on special amnesty 2016. to implement the humanitarian policy, clemency of the Party and State for offenders and contribute to implementing the national program for prevention and control crime results, the Prime Minister asked:
1. Ministry of Public Security advisory function as well, standing for Special Amnesty Advisory Council, urgently implement effective work of special amnesty in 2016, to ensure publicity, transparency, the right people, the standard provisions by law, absolutely not letting negative errors.
2. Ministry of Information and Communications directing the news agencies, the press reported decision of the President and propaganda work on special amnesty in 2016 on the mass media to raise awareness and responsibility of all levels and departments, social organizations and the masses eliminate the stigma for special amnesty grantees and interested giupdo they facilitate community integration.
3. The ministries and agencies mentioned in the Guidelines of the Advisory Council for Special Amnesty thuchien actively assigned tasks.
4. Chairman of People's Committees of provinces and centrally-run cities in directing the branches and People's Committees at all levels to coordinate with the Vietnam Fatherland Front and mass organizations to strictly implement Decision No 2230/2016 / QD-CTN October 17, 2016 special amnesty in 2016 by President and Directive 325 / HDTVDX October 25, 2016 the special amnesty advisory Council. Specifically:
