Ngành công nghiệp giấy và bột giấy của Việt Nam là một ngành quan trọng trong lĩnh vực sản xuất hàng tiêu dùng. Mặc dù không phải là ngành đóng góp lớn cho thu nhập quốc dân nhưng lại cung cấp sản phẩm thiết yếu phục vụ phát triển giáo dục, văn hoá xã hội và nhiều ngành công nghiệp khác. Mặt khác công nghiệp giấy và bột giấy được coi là một trong những ngành mũi nhọn góp phần xoá đói giảm nghèo, chuyển dịch cơ cấu kinh tế, phát triển kinh tế xã hội vùng sâu vùng xa. Bên cạnh những nhân tố tích cực mà ngành công nghiệp sản xuất giấy và bột giấy mang lại thì vấn đề ô nhiễm môi trường do sản xuất từ ngành mang lại cũng rất đáng báo động.
