4. Trên cơ sở đề nghị của Ngân hàng Phát triển Việt Nam:
a) Quyết định tổng biên chế của Ngân hàng Phát triển Việt Nam; quyết định quỹ tiền lương, quỹ tiền thưởng thực hiện của các thành viên Hội đồng quản trị, các thành viên Ban kiểm soát, Tổng giám đốc, Phó tổng giám đốc và Kế toán trưởng của Ngân hàng Phát triển Việt Nam theo quy định;
b) Thẩm định và chấp thuận các khoản vay nợ nước ngoài của Ngân hàng Phát triển Việt Nam theo thẩm quyền của Bộ Tài chính.
5. Thực hiện quản lý nhà nước về tài chính đối với Ngân hàng Phát triển Việt Nam. Giám sát việc chấp hành pháp luật về tài chính, việc thực hiện chiến lược, kế hoạch thông qua chế độ báo cáo. Đánh giá việc thực hiện mục tiêu, nhiệm vụ được giao và kết quả hoạt động. Đánh giá đối với các thành viên Hội đồng quản trị, Trưởng Ban kiểm soát trong việc quản lý điều hành.
