Con người là yếu tố cấu thành nên tổ chức do đó tất cả các hoạt động trong tổ chức đều chịu sử tác động của nhân tố này. Tuỳ từng hoạt động mà con người ảnh hưởng nhiều hay ít, đối với công tác đào tạo và phát triển thì yếu tố con người ảnh hưởng mạnh mẽ. Chúng ta đều nhận thấy, con người khác với động vật là biết tư duy, do đó con người luôn có các nhu cầu khác nhau mà nhu cầu học tập và phát triển của người lao động ngày càng được chú trọng hơn. Nhân tố con người tác động đến đào tạo được chia ra làm hai nhân tố tác động đó là con người lao động (lao động trực tiếp) và con người quản lý (cán bộ quản lý).
