Điều khoản 13.8: “Điều chỉnh do thay đổi về chi phí” của các điều kiện chung trong Hợp đồng gói thầu CW3A&CW4A: Thi công hầm chui cầu Rào và đường dẫn đến Nam Hải được kí vào ngày 09 tháng 07 năm 2014 giữa Ban Quản Lý Dự Án Khu Vực Các Công Trình Giao Thông Vận Tải và Liên danh CC1-Tasco.
Để phục vụ cho công tác tính trượt giá chi phí xây dựng theo điều khoản 13.8 trong Hợp đồng thầu chính, Liên danh nhà thầu đã liên hệ với phòng Kinh tế xây dựng thuộc Sở xây dựng thành phố Hải Phòng để đăng kí xin cấp so sánh các chỉ số giá được nêu trong Hợp đồng so với thời điểm gốc của dự án. Do phòng Kinh tế xây dựng thuộc sở Xây dựng Hải Phòng chỉ cấp các chỉ số giá theo từng tháng, mà không có bộ phận so sánh các chỉ số giá với thời điểm gốc của dự án. Để phục vụ tiến độ giải ngân và tuân thủ các yêu cầu của mục 13.8 trong Hợp đồng của Dự án, Nhà thầu kiến nghị:
Sử dụng các chỉ số giá xây dựng và so sánh các chỉ số giá xây dựng so với thời điểm gốc của Dự án do Tổng cục thống kê Việt Nam cung cấp. Đây là đơn vị đã cung cấp chỉ số giá cho nhiều Dự án và là đơn vị chuyên ngành có uy tín của Nhà nước về lĩnh vực thống kê.
