c3.3) Trường hợp có yêu cầu đưa hàng về bảo quản:
Căn cứ trên văn bản đề nghị đưa hàng về bảo quản của người khai hải quan, công chức hải quan kiểm tra thông tin khai báo với các điều kiện cho phép đưa hàng về bảo quản quy định tại Điều 32 Thông tư số 38/2015/TT-BTC.
c3.3.1) Trường hợp hàng hóa không đủ điều kiện đưa về bảo quản, thông báo cho người khai hải quan bằng “Chỉ thị của Hải quan” thông qua nghiệp vụ IDA01 (mã A); đồng thời cập nhật lý do không chấp nhận đưa hàng về bảo quản tại ô “Cập nhật ý kiến của công chức xử lý” tại Màn hình kiểm tra thông tin tờ khai - Kiểm tra hồ sơ;
c3.3.2) Trường hợp hàng hóa đáp ứng điều kiện đưa hàng về bảo quản, công chức kiểm tra hồ sơ thực hiện như sau:
- Đề xuất Chi cục trưởng phê duyệt đưa hàng về bảo quản tại ô “Cập nhật ý kiến của công chức xử lý” tại Màn hình kiểm tra thông tin tờ khai - Kiểm tra hồ sơ, trong đó ghi nhận cụ thể căn cứ chấp nhận đưa hàng về bảo quản;
- Sau khi được Chi cục trưởng phê duyệt tại ô “Ý kiến của Lãnh đạo”, thông báo cho người khai hải quan cho phép Đưa hàng về bảo quản tại ô “Chỉ thị của Hải quan” trên Tờ khai hải quan thông qua nghiệp vụ IDA01 (mã B). Nội dung thông báo phải ghi cụ thể tên, địa chỉ của địa điểm cho phép đưa hàng về bảo quản ;
- Cập nhật quyết định cho phép đưa hàng về bảo quản tại Hệ thống e-Customs (thông qua chức năng ......... );
- Sau khi có kết quả kiểm tra do cơ quan kiểm tra chuyên ngành gửi đến hoặc do người khai hải quan nộp trực tiếp cho cơ quan hải quan (sử dụng thông tin đến trước), công chức kiểm tra, đối chiếu với thông tin khai trên tờ khai hải quan, nếu lô hàng đủ điều kiện được phép nhập khẩu, công chức hải quan bổ sung thông tin kết quả kiểm tra chuyên ngành vào Hệ thống thông qua nghiệp vụ IDA01 (tiêu chí “Số của giấy phép”) và hoàn thành kiểm tra điều kiện thông quan bằng nghiệp vụ CEA; nếu lô hàng không được phép nhập khẩu tiến hành xử lý theo quy định hiện hành.
Trường hợp người khai hải quan nộp kết quả kiểm tra của các cơ quan chuyên ngành không đúng thời hạn quy định thì công chức hải quan tiến hành lập Biên bản vi phạm, sau khi người khai hải quan chấp hành quyết định xử lý của cơ quan Hải quan, tiếp tục thực hiện thủ tục hải quan.
