Theo mức lãi suất do tổng giám đốc Ngân hàng No Việt Nam công bố từng thời điểm. Mức lãi suất cho vay cụ thể do giám đốc chi nhánh Ngân hàng nơi cho vay quy định theo nguyên tắc:
- Không đựợc vượt qua giới hạn trần lãi suất cho vay cao nhất của tổng giám đốc công bố.
- Bình quân chênh lệch giữa lãi suất cho vay và lãi suất huy động trên địa bàn đủ bù đắp chi phí quản lý, không lổ, có tích luỹ hợp lý.
