Nâng cao chất lượng phổ cập giáo dục, phấn đấu đạt chuẩn phổ cập giáo dục bậc trung học phổ thông, trước năm 2020, đạt tiêu chuẩn phổ cập bậc trung học phổ thông ở khu vực thành thị là 90% và ở khu vực nông thôn là 80% đối với dân số trong độ tuổi từ 15 tuổi đến 21 tuổi. Tăng quy mô số người tuyển mới dạy nghề và tham gia học nghề hàng năm nhằm nâng tỷ lệ lao động qua đào tạo đến năm 2020 đạt trên 65%, trong đó dạy nghề trên 57,9%.
