Trong bối cảnh quốc tế và khu vực có nhiều thay đổi, Đại hội Đảng toàn quốc lần thứ VI đã được triệu tập từ ngày 15- 18/12/1986 tại Hà Nội. Với tinh thần “nhìn thẳng vào sự thật”, “ nói rõ sự thật”, “đổi mới tư duy”. Đảng và Chính phủ Việt Nam đã đánh giá một cách khách quan tình hình đất nước, thừa nhận những sai lầm trong xây dựng và phát triển là “chủ quan, duy ý chí” và để ra chủ trương đổi mới toàn diện trước hết là đổi mới kinh tế.
