4.1. Cơ sở nghiên cứu dự án
• Trường mầm non – Trung tâm Ngoại ngữ Tổ Ong Vàng tại Phường Tân Thạnh – TP. Tam Kỳ là dự án thứ 3 trong hệ thống chuỗi Trường Mầm non và TTNN của Công ty CP Đầu tư và Phát triển Giáo dục Thế Giới Kỹ Thuật (TWEDU). Trên mô hình thực tế Trường Mầm non Tổ Ong Vàng và Trung tâm Ngoại ngữ đã hoạt động chính thức hơn 2 năm tại huyện Định Quán – tỉnh Đồng Nai (gọi tắt là TOV Định Quán), và tại phường 3 tp. Cao Lãnh tỉnh Đồng Tháp (gọi tắt là TOV Cao Lãnh) chính là cơ sở để TWEDU nghiên cứu, phân tích và đánh giá hiệu quả đầu tư thực tiễn để tiếp tục xây dựng dự án thứ ba tại TP. Tam Kỳ.

• Qua bảng so sánh một số tiêu chí kinh tế, xã hội và số liệu mầm non, chúng tôi nhận thấy rằng nhu cầu tăng số lượng phòng học cũng như nâng cao chất lượng môi trường giáo dục mầm non tại thành phố Tam Kỳ là rất lớn.
• Từ nghiên cứu thực tiễn điều kiện kinh tế, xã hội và hiệu quả đầu tư Trường Mầm non – Trung tâm Ngoại ngữ Tổ Ong Vàng tại huyện Định Quán, tỉnh Đồng Nai. Chúng tôi nhận thấy rằng: Từ một huyện thuần nông nghèo nhất tỉnh Đồng Nai, trình độ dân trí thấp, kinh tế chủ yếu dựa vào sản xuất nông nghiệp; đến nay Định Quán có cơ cấu kinh tế khá hợp lý với 53% GDP là nông nghiệp, 47% là công nghiệp - dịch vụ. Tốc độ tăng trưởng kinh tế bình quân trên dưới 9%/năm (Nguồn: Trang thông tin huyện Định Quán năm 2013).
• Mô hình Trường mầm non Tổ Ong Vàng sau gần 2 năm hoạt động (09/2014 – 05/2016) tại Định Quán. Hiện tại trường đã đón 290 trẻ theo học ở các độ tuổi khác nhau, đạt 55% công suất của trường. Tổng doanh thu trung bình là 580,000,000 triệu/ tháng.
• Trung tâm ngoại ngữ đã chính thức giảng dạy từ tháng 08/2015 với gần 120 lượt học viên mỗi tháng, doanh thu trung bình khoảng 120.000.000đ/ tháng, với các chương trình Anh ngữ đa dạng dành cho các độ tuổi từ mầm non đến người người lớn.
• So với Định Quán, mức độ tăng trưởng kinh tế của Tam Kỳ ước tính đạt 9,78%. Lĩnh vực thương mại - dịch vụ chiếm tỷ trọng đến 65,08% trong tổng số sản phẩm của Thành phố, thu ngân sách nhà nước vượt dự toán 29,42%. Những năm qua, Thành phố Tam Kỳ luôn dẫn đầu trong tỉnh Quảng Nam về quy mô và tốc độ tăng trưởng. Về định hướng thời gian tới, Tam Kỳ sẽ tập trung cho phát triển đô thị, phát triển cơ sở vật chất bao gồm cả giáo dục.
