Lễ kỉ niệm 70 năm thành lập Liên hiệp quốc là dịp tốt để chúng ta cùng ôn lại cội nguồn lịch sử và nói về tương lai chung. Năm 1945, những quốc gia từng chiến thắng chủ nghĩa quốc xã đã hợp sức để xây dựng nền tảng vững chắc cho cơ cấu thế giới thời hậu chiến.

Xin được nhắc lại rằng, những quyết định cốt lõi về nguyên tắc tương quan giữa các quốc gia, về việc thành lập LHQ đều đã được thông qua tại hội nghị các thủ lĩnh khối Đồng Minh ở Yalta, tức ở nước chúng tôi. Cái giá phải trả cho “hệ thống Yalta” là cái chết của hàng chục triệu người, là hai cuộc thế chiến xảy ra khắp nơi trên trái đất trong thế kỷ trước. Nói một cách khách quan, hệ thống đó đã giúp nhân loại vượt qua những sự kiện bão táp, đôi khi đầy bi thảm trong bảy chục năm qua, và đã cứu thế giới tránh khỏi những chấn động với quy mô lớn.

LIÊN HIỆP QUỐC là cơ cấu có một không hai về tính chính thống, quy mô đại diện và tính tổng hợp. Đó sẽ là một thế giới mà trong đó tính ích kỉ sẽ nổi trội hơn tính tập thể; một thế giới mà trong đó sẽ có thêm nhiều sự độc đoán và bớt sự bình đẳng, nền dân chủ và tự do thật sự; một thế giới mà trong đó thay vì những quốc gia độc lập thật sẽ có nhiều nước bị bảo hộ và bị điều khiển từ bên ngoài. Chủ quyền quốc gia mà các đồng nghiệp của tôi đã nhắc đến là gì ư? Trước tiên đó là vấn đề tự do, quyền tự do lựa chọn cuộc sống dành cho mỗi con người, mỗi dân tộc và mỗi quốc gia.

Thưa các đồng nghiệp kính mến, vấn đề liên quan tới thứ được gọi là “tính chính thống của chính quyền quốc gia” cũng nằm ở đây. Đừng nên chơi chữ! Trong luật quốc tế, mỗi thuật ngữ phải thật dễ hiểu, minh bạch và có cách hiểu, cũng như tiêu chí đồng nhất.

Tất cả chúng ta đều khác nhau. Chúng ta phải tôn trọng điều đó. Không thể bắt buộc ai đi theo mô hình phát triển, được công nhận một lần bởi một ai khác và sau đó được coi là đúng mãi.
