Theo ông Võ Văn Quyền, Vụ trưởng Vụ thị trường trong nước - Bộ Công Thương, ENT là cam kết của Việt Nam với 150 nước vào thời điểm Việt Nam gia nhập WTO. Từ 2007 đến nay, Việt Nam đã cố gắng từng bước trong việc cụ thể hóa, định lượng hóa và minh bạch hóa chính sách về ENT. Tuy nhiên, trong qua trình thực hiện, không tránh khỏi sự hiểu biết chưa đồng thuận. Vì vậy, việc tham vấn, trao đổi, chia sẻ, tạo sự hiểu biết đồng thuận sẽ làm cho chính sách ENT hoàn thiện hơn trong những nội dung bề quản lý nhà nước mà các Bộ ngành hướng tới.
