Trong xu thế toàn cầu hoá, thư viện Việt Nam cũng chịu ảnh hưởng nhiều của thư viện nước ngoài, đặc biệt là thư viện lớn ở các nước tư bản. Nhiều thư viện Việt Nam đã nhanh chóng hội nhập, cùng nhau chia sẻ và trao đổi tài nguyên thông tin,… Tuy nhiên, cũng có nhiều thư viện, đặc biệt là thư viện vừa và nhỏ của Việt Nam thực sự lúng túng trong vấn đề định hướng phát triển, trước sự thay đổi nhanh chóng của công nghệ mới, phần mềm thư viện, các chuẩn xử lý, lưu trữ và trao đổi thông tin - là cơ sở tạo nên sự phát triển của một thư viện hiện đại. Họ không muốn tụt hậu trong xu thế hội nhập, nhưng xét về mặt nhân lực, tài lực, vật lực họ đều đang rất yếu, chưa đủ điều kiện để phát triển đồng bộ thành một thư viện hiện đại.
